Flexibility and Corruption <\/p>\n

Since the Thai are not principle oriented, and with
\n the high value for personal relationships, they also appear not to be
\nstrictly law-oriented. In practice, principles and laws are
\never-adjustable to fit persons and situations. In other words, laws are
\nrules laid out in papers; but what is wrong or right depends not on the
\nrules, but instead on who the person is or whom the person knows. A
\nprominent Thai businessman ironically described this phenomenon in a
\nseminar: <\/p>\n

We Thai are not a society of law; we are a society
\nof relationship\u2026. It is not what a person has done that\u2019s wrong; it\u2019s
\nwho he is\u2026. If he is your cousin, or your friend, then what he has
\ndone is not wrong. But if another person does the same thing, and it\u2019s
\nsomebody you don\u2019t like, then what he has done is wrong\u2026
\n \u00a0 \u00a0
\n This is the reason why law enforcement in Thailand hardly works. If
\nit does, it is selectively enforced on those who are either nobody or do
\n not know anybody, or who have no money to ease their wrong-doings or
\nbuy their way out of problems. As a society of relationship, it is easy
\nand common for an officer, upon request from even friends of friends, to
\n pull out, cross out or destroy a traffic citation issued. For the sake
\nof a smooth relationship, officers would overlook, turn a blind eye, or
\nkeep silent. The point here is that, while the basic Thai value system
\nshould not be blamed as the major factor for corruption, it definitely
\ndoes not help to inhibit corruption either.
\n \u00a0 \u00a0<\/p>\n

In general, this characteristic \u201cFlexibility and
\nAdjustment\u201d value orientation has perhaps accounted for varieties of
\nbehavioral patterns, ranging from the facilitation of ethnic
\nassimilation process, to the tendency of being corruption prone. In
\naddition, it provides a deeper understanding to the various existing
\ninterpretations of the Thai being \u201cunpredictable\u201d, \u201cnon-committing\u201d,
\n\u201cirresponsible\u201d or even \u201cselfish\u201d and \u201copportunistic\u201d, by foreigners.
